Law of Services for the Computer Society and Electronic Commerce
The Spanish Cabinet, in the meeting on Friday, February 8, 2002, passed the controversial "Proyecto de Ley de Servicios de la Sociedad de la Información y Comercio electrónico (LSSICE)", the first regulation on Internet that the Spanish state has passed, that will be sent to the Parliament and Senate for its debate.

The new Law, elaborated by the Ministry of Science and Technology with the collaboration from the Ministries of Economy, Justice and Health & Consume, will incorporate into the Spanish judicial norms the Community directive on services for the computer society and electronic commerce and proportion, according to its promoters, "a greater legal safety and trust for users and suppliers of services, with a view to promoting the use of Internet and other interactive services."  The Law, known popularly as the LSSI, will be applied to all activities that are carried out by electronic media and interactive nets and that are commercial or seeking economical gain, both those via computer and those via mobile phone, cable, digital television, etc.

The LSSICE does not impose on the suppliers of services the obligation to supervise the data they transmit or store although they should collaborate to avoid and end illegal activities, as soon as they are aware of any.  In relation to spams, or unsolicited advertising via electronic mail, the law strengthens the protection of users, demanding the prior consent from the destination for reception of these. At the same time, the Law will strengthen and promote the use of the electronic contracting by guaranteeing the validity of contracts made this way, making the electronic the same as the written one.

The regulation approved together with the future Law of Electronic Signature will regulate the activity and development of Internet and the new information and communication technologies in Spain.

The Cabinet meeting of last Friday also passed a Royal Decree for the Statutes of the Public Business Entity  "Red.es", that will administer, amongst other functions, the domain ".es" , the country code corresponding to Spain.
