Statement by the Consell Consultiu about the draft bill for Insular Councils

The Consell Consultiu has approved the statement number 1/2000, on January 5, referring to the draft bill for Insular Councils. The report, that had been requested on December 9, 1999 by the Presidency of the Balearic Government, has been approved unanimously with the abstention of the secretary.

In the statement, the Consell Consultiu does not deny at any moment the possibility of reforming the organisation of the Insular Councils, but considers that the new organisms have to be of a complementary character to those already foreseen in the legislation of local regime: President, Full Meeting, Governing Committee, Therefore it does not allow the insular government formed by nonelected people.

According to the Consell Consultiu, the Insular Councils are only local administration organisms. Therefore the only path to carry out the draft bill for Insular Councils would be the reform of the Autonomy Statutes.
